Description

Job Summary
This position will serve as the technical project manager and coordinator for the RI Health Information Exchange Project by providing project and technical management and oversight to the implementation of a statewide information system which will allow for the electronic sharing of health information in a secure and confidential manner among health care providers using state of the art technologies. Duties include, but are not limited to:
overseeing the selected information systems vendor’s contract
serving as a liaison on technical matters between the vendor, the RHIO and its community partners
assisting with the implementation of security, data, and messaging standards as well as communication and transfer protocols,
overseeing the documentation of detailed system design requirements, and the translation of these into customizable COTS software
overseeing and coordinating user acceptance testing
serving as a senior member of the RI HIE project team.
Essential Duties and Responsibilities
Serve as a liaison between the Rhode Island Regional Health Information Organization (RHIO), RI’s Office of Information Technology, the selected IT vendor, and the vendors and IT staff affiliated with the HIE’s data sharing partners
Assist with the analysis, design, implementation, support and maintenance of the HIE
Facilitate documenting detailed business rules, developing procedures based on policies to be defined, and defining detailed design requirements. Assure written documentation is provided as needed, for the HIE.
Monitor vendor adherence to work plan, performance metrics and compliance to contract’s agreed upon deliverables
Monitor the execution of the IT project plan from scope definition to final product, so as to meet project objectives and timelines, and to assure compliance with funding, deliverables, procedures for accomplishing project, staffing requirements and available resources to various phases of project. Anticipate and identify potential and/or existing concerns early.
Coordinate the acceptance testing and quality assurance process for system utilizing testing staff from the data-sharing partners as well as any other designated staff involved with development of HIE.
Plan, document, evaluate and track program testing results to ensure proper operation and freedom from defects.
Review user documentation & training materials for accuracy.
Communicate and interact with appropriate areas on problems, changes, and enhancements, which may impact data, workflow and/or functionality; provide technical advice and assistance in resolving technical problems.
As part of the project’s management team, reviews status reports by and attends status meeting with IT vendor.
Prepare project reports and documents for management and others as requested.

Minimum Qualifications
Education and Experience
A bachelor’s degree in health care, technology, business, or a related field, or equivalent work experience is required.
Two to four years experience working with healthcare technology
Desired Qualifications
Four years of related experience, including prior experience working with health information technology and /or exchange projects with excellent technical, analytical, and problem-solving skills.
Demonstrated ability to assimilate, integrate, and translate technical knowledge with business/systems requirements. Ability to verify that technical system specifications meet business requirements, and identify inter-system and intra-system dependencies
Demonstrated project management skills in a professional services environment
Experience working with data standards, mapping data and processes to standardize/normalize data.
Ability to analyze policy and technical alternatives to develop recommendations
Experience is systems testing using both manual and automated methods, record data and results, and communicate these results to the software developers for appropriate action
Excellent oral and written communication skills. Strong analytical, writing, and presentation skills
Ability to perform as a team player
Health care experience or knowledge of health care business strongly preferred (i.e. working with hospitals, physician practices health centers, managed plans etc. )

Work Environment
This position will work in normal business office conditions.
Physical Demands
The tasks of this position are typical for working in an office environment. An associate is regularly required to perform tasks while sitting at a desk, using normal hand dexterity. Mobility is required, including standing, moving about, and sitting. Occasional travel out of the office for meetings, etc. may be required. Good vision is required, including both close and distant objects. Must be able to maintain a good attendance record.
